Budget Rig - your thoughts?

I'm building this machine for my boyfriends brother for christmas/birthday he's a gamer but not 'hardcore' we obviously want to get this a cheap as possible for the best spec. Just quickly (very, very quickly) threw this one together, what y'all think? Any critique or movement on price?

CPU - ok, but get retail version for like £5 more
GPU - HD7950
MB - get that Gigabyte Z87 that comes with free cooler
PSU - Seasonic, Antec or XFX 500-550W
 
Looks like a decent pc, only things I would swap is:

Grab a AMD 270X instead, performs like a 7950.
Swap the PSU for a seasonic S12II
 
But you can clock a 7950 and be miles ahead.
Or get a 7870LE and overclock it.

a lot of the reviews of the 270X are against old and "stock" 7950's (Probably launch day results too)

Why would I recommended the 280X when it's higher in price? R280X is just a 7970, and a lesser deal.

7XXX come with games, a 7950 would come with 3, right now? An R270X comes with none.

The R270X is not worth it, you'd just get an even cheaper 7870 with 2 games.

This is why I hate rebrands.
