It's a lot worse in the US where they taze first and ask questions later.
Probably as much point as putting cuffs on someone they know isn't going to resist, yet they seem to *need* to put cuffs on everyone. It seems to be as much a part of being arrested as the reading of the caution is.
I don't really understand the obsession with the use of handcuffs, they seemed to be used when arresting someone full stop, whether it's necessary or not.
As for your scenario, what choice do they have? They won't work so there isn't really anything that can do with them. I don't think that'd stop some simply putting a single cuff on though.

Velcro restraints to wrap arms against the body most likely.
Remember the 2 cops who didnt handcuff that american guy, and he pulled a gun in the car and executed them both. Think it was somewhere near london.
If they are compliant, searched and non violent then I wouldn't handcuff. If they were then velcro restraints are an option.
