Yes.

Go to your inventory.

Click "Trade Offers".

Click "Who can send me trade offers?".

Scroll down to "Third-Party sites".

You will see "Trade URL".

Copy and paste that, like so:

If you put that link in a Steam Discussion thread it appears as a button that all can click to set up a
trade without befriending.

Did you change your password? That usually puts a restriction on your account.
