780 or 290

If it a quality 450W even a 290 reference card might be fine to be fair. Playing BF4 with 2x290 Pro cards at stock (975/1250 - so small overclock from typical 290) and i pull 500-550W from the wall with my i7 at 4ghz.
 
id go with a 780 tbh. wouldn't go with stock anything.
I guess you never owned a small PC case that has high power Components in it then...
Or else you would have known that a highend GPU that exhausts all it heat inside a small case is a very bad idea as it will also cause a lot of heat increases to the CPU,harddrives,Memory & motherboard as well..

IMO if not in a hurry, waiting for HIS 290 with the good blower cooler would probably be best option for OP's situation...or try to grab a cheap 2nd hand GTX780 with a reference blower cooler (don't think it's worth paying around £400 for a new GTX780 with reference cooler).
