Super Low Budget spec please

Afternoon all,

A good friend of mine is looking for a new pc, this won't be doing to much. Main use will be for playing video through to the TV, and storage.

Budget is a very tight £250, not even sure how possible this is. I might be able to donate him a storage drive (1-1.5Tb), also an OS and monitor is not required.

I added a disk drive, as it fit budget & well, he might need it!
