PWM Fans

I got a couple of PWM fans and now they just spin really slowly. I have them plugged into a fan header each, and they spin very slowly. I have a 3-pin one also, and this one spins quickly just fine. How do I control the PWM fans and make them spin up/slow down? I can't use EasyTune/App Centre as it makes my log in really slow - what other program can I use?

Speedfan.

A BIOS setting will be % duty cycle /degree scale so will be a linear fan response, whereas with Speedfan you can set a more curved scale.

Up to you which you prefer.

Yeah I've just found that bit in the BIOS now, how do I set it up in speedfan?
 
Changing the PWM values doesn't change the fan speeds, how can I make them change?
 
Okay sorry for the triple post, but I got the fan speeds to change now, but still no RPM reading and auto fan speed doesn't want to work - how can I get RPM readings?
