So I saw someone fly tipping

I was walking back through the woods at night and saw someone in the distance dumping something in the woods. It was too dark and I was too far away to see who it was, or get their registration.

They weren't there for long and once they'd left I saw that it was just soil. Grass and soil.

My question, to the wise and knowledgeable of GD... Is this still illegal? I mean, it's only soil, surely it'll do more good than harm?

Thoughts?

If you two are on about the same guy dial 101 and report it, the police will want to know if he tips it loads. (bad pun is bad)

It's some soil and grass in the woods?

I tip the grass cuttings into the woods over the fence to ours, it decomposes pretty quickly. No one has ever complained.
 
We have a big problem locally with people fly tipping waste from cannabis farming. Drive down any country lane and you can see soil, broken pots and stripped plants.

I've gotta say, while its still a potential problem if done on a wide scale, I've got less of an issue with people dumping a bit of soil and the stems of some plants in the woods, hedge row etc... than I do with the utter scum who ditch fridges or who chuck building materials onto the side of the road.
 
It's awful, there's a park I walk through next to work to get to Sainsburys with a little stream which often get's random crap thrown in it. This past week there's been a massive Sony TV and an armchair. It's pretty ridiculous considering there is a tip about a 30second drive away.
 
Was so hoping the OP was going to find 6 bio degradable bin bags with body parts in them.
