i5 4670k bottleneck

just installed my 2nd r9 280x and ive noticed that in valley my gpu usage can jump between 60 and 98% on both cards, does this indicate a bottleneck if so its surely quite a severe one. my cpu is at 4.4 if thats nay help

Cant comment on the 4670k but I used to own i5 2500k and that also bottlenecked two 7950's for me even at 4.4ghz
I sold it and got i7 and ever since I get full GPU load.
 
I very much doubt you will have a cpu bottleneck in Valley with what your running.

Dips in gpu usage is probably due to parts of Valley that are less demanding on the gpu like inbetween scenes.

Easy way to find out whether it's bottlenecking is to disable your CPU OC for a while and see if usage drops to, lets say 80% instead of 98%.

If it does, then OC the CPU more if you can ;)
