My suggestion for an intel build, its a little over but they are all quality parts and will do everything she needs. If you want it under budget I would suggest changing the case or shopping around for a cheap Windows license as they are the easiest bits to skimp on.

alternative case that still looks smart and not tardy (case uses sfx psu)
small ssd included (enough for windows and office)

Instead of windows, you might wanna think about Xubuntu 13.10. I installed this Linux on my Grandma's laptop and blocked all the access to terminal etc. Over 3 months without any issues, where as Windows didn't allow me to securely block access to staff which could have messed up the system. If someone without the knowledge touched it, you might wanna think about it and save some pennies
