It was totally different. Rafael moved his hand towards a slow moving ball and knocked it away. Flanagans hands were already up and were hit by a fast moving ball.

I don't think the speed of the ball matters when it was going to be on target, his arm was at a 90 degree angle, it was a clear penalty.

The rule is deliberate handball. If your hands are already up and somebody spanks a ball at them, a penalty shouldn't be given.
