It's the Euro elections. Does it even matter!? I'd bet there's many people who voted UKIP for the Euros, but who wouldn't vote UKIP for a proper General Election.
That's actually an independent candidate using the party name None of the Above. They did better in 2011 so at least voters liked the legit candidates more this year.
When asked why UKIP did poorly in London, a UKIP spokesperson on Radio 4 said:
"We don't tend to do well in London because it's cultural, educated and young."

Yes, there are a lot of immigrants in London but they're not the majority (36.7% according to the 2011 census).
