I dont understand this. I have a few cards in my steam account, obviosuly from playing and buying games.

There is a sell option. Who am I selling too, and whewre does the cash go?

When you click sell and agree to terms etc. the card is put on the market for anyone on steam to buy and once it is bought the money is then put into you steam wallet account.

You can use the cash to buy a game but dont think it can be withdrawn

Why would any one want to buy my cards?

Do you get some thing for having a complete set for example?

Points! And points gives you levels! And levels means you can pimp up your steam profile!
They also give you emoticons to use in steam chat. Full details here.

Basically, some people will collect them and buy them to get Lv5 badges in everything, other people simply sell them to the first group for a few pennies each.
