For good fps action the killing floor really good co-op fun 
And my other game would be a zombie survival one called project zomboid it is really good.

Resident Evil 5 isn't a great game, but is pretty good to play through with a mate.

Left 4 Dead 1 and 2
Army of Two, again isn't great but can be fun in co-op
Baldur's Gate Enhanced
Splinter Cell Conviction and Blacklist have excellent co-op

Payday2 is very cooperative and has a strong fps element to it. Ideally you would have a group of 4, but you could always just host a public lobby and have it open to 2 other randoms. Lots of replay value. Stuck 130hrs into it since the summer sale.

Also consider Portal 2 and Orcs Must Die 2.
2 ONLY: dead space 3, RE 5/6, Lara Croft and Guardian of Light, Kane + Lynch 2, BF3: coop missions, FEAR 3, Torchlight 2, DOW 2 Retrebution (very good coop).
Following games are better to play with full team to make it more fun (3/4 people) : LOTR: war in the north, Dead island 1/2, Payday 1/2, L4D 2, ACM, Sniper v2, sniper nazi zombie army 2
Finished all of them with friends: DOW: retrebution 2 is great RTS, p;us has coop multiplayer (online) and other MOD to play with friend along with main story gameplay.

heard sniper elite has a good co-op mode [haven't tried it]
civ5 can be played co-op although such games almost always end in nuclear war anyway
guns of icarus has sort of half co-op half tdm multiplayer [basically its tdm for the ships, but within a ship co-op and teawork are essential for success]
