i received my YAMAKASI QH2711 Black Label korean monitor, 2 weeks ago from dream seller.he said he would mark shipping at $100 and monitor at $250 to avoid high duty charges ,well i just received a bill from fedex for £60 for tax duty. i expected around £30.will they chase me if i dont pay.

Why shouldn't you pay?
You imported goods knowing that you would have to.
Fedex have paid for you prior to delivery and are now seeking to recover their costs, other companies would require you to pay in advance and wait for delivery.
Goods over the value of £15 from outside the EU attract import VAT and duty. There's no duty on monitors but 20% VAT is payable on the value of the goods and the cost of shipping/insurance. I'm not sure why your seller thought that splitting the cost in that way would make any difference.
The HMRC exchange rate for August 2014 is $1.7042 to the pound. $350 comes to £205.37 and 20% VAT is £41.07, Fedex will add on an administration fee.
£60 seems a touch high but I don't know what the administration fee is or if HMRC have accepted $250 as the correct value, presumably you have a breakdown of the calculation.
If you don't pay Fedex may take steps to recover the money which will likely result in increased costs to you.

No. They will send you a few letters asking for it, and then sell it on to a mickey mouse debt collection company that you may get a few letters from.
At least contest the amount, I have contested these silly handling fees that add on and it's resulted in not paying a penny and nothing coming from it.
TBH that is the kind of price you are looking to pay which is why I ended up getting a 1440p from a UK distributor to not have the hassle. You need to pay it if you don't it is going to be a lot of hassle for something you should have been prepared for.
It wasn't "a lot" of hassle in my case... It was fairly hassle free in fact.
Maybe but if something goes wrong with it then you are ****ed, glad it wasn't much hassle for you though and enjoy it

Pay the VAT & Duty but tell them to do one for their handling fee, you're not obliged to pay it.

I paid for both my Yamasaki Catleap and Qnix on the fone by credit card, it was some time ago but I can't remember it being that much, probably nearer the £30 you expected - but it wasn't Fedex IIRC.
I can look up the paperwork if you like, or it might still be on 120hz.net (there's a forum devoted to tax & delivery costs & issues), I'll have a browse later.

I know for definite what happens. They send a few letters, which are whiney in nature then refer it on to a Mickey Mouse company who buy debts for pence on the pound, who then send a few more letters. Then nothing as they can't actually do anything.

Well if it goes wrong you have to ship to Korea yourself, which will cost £80 then they have to declare if it is faulty, then reimburse you and I have heard of plenty of horror stories where you don't get a monitor back or your money for delivery back. I don't want to argue with you and it is up to you what you want to do but this is my opinion.
As you can get a 1440p from overclockers for £199 with 90 days warranty I would do that.
EDIT: You ask what goes wrong, dead power brick or 100+ dead pixels isn't wrong? It can happen.

I paid about 250 in total (£35 being import fee with ups) for my qnix, other than a cheap ass stand, its perfect and colour reproduction is fantastic.
The only monitor I may change it for is the rog swift when it's better priced, even then will still be taking it hard because it's the only one of its kind. If if it's got decent colours (reviews indicate it's great for a tn) then i'll keep it, if not then it will go back and i'll wait and see what other 1400p gsync comes to the table

Seriously don't laugh but my power brick to my monitor blown last night so I am typing this on my bloody TV

I got a bill for around £50 from customs when i bought my Qnix from Korea i was expecting it though and at that time is was still much cheaper than buying a 1440 monitor in the uk.
