Because they tend to like to have a formal inquiry etc... first rather than pandering to the media. Then again, given the level of unrest, perhaps they could have/should have expedited this a bit.

Another day another incident, honestly! Firstly I have to commend The Independent for leaving the word black from the first sentence as most papers normally do. This police officer has to be the worst shot, the victim is extremely lucky to be alive. This incident looks to be a lot more clear cut as the police force have taken swift action against the officer.

wow, i hope the black dude gets a huge compensation for this, what on earth was that cop thinking when he was shooting at this fella, and inside a gas station? he could have sent the whole place kaboom for just a seatbelt violation, i mean jesus......

There will always be people who believe a police officers version and there will always be people who disbelieve the police. In this technological age bodycams surely make sense for the cops? Nothing would be more compelling than a video of this person running at, and fighting, the officer or damning as a video of an execution.
