Police and blocking driveways

Hey guys, random question: Do the police do anything about people parking over driveways or is this like a civil matter or something?

Luckily not my issue but my neighbour has just returned home from the shops to find his driveway blocked by a Land Rover that looks like it's kitted up for a zombie apocalypse (and so has probably never been taken off road lol) and it got me wondering who deals with this. My neighbours been going door to door trying to find out who's it is but it appears to be nobody round here so presumably somebody just parked up and walked into town /shrug (a lot of people park on this street to go to the shops on the high street or work).

It's fairly obvious the is a drive there because it has a gate (and a dropped kerb obviously) albeit the gate looks like it hasn't moved since Germany was two countries...

When someone did that with me I called the Council and they got one of the Specials out who did door to and in the end it got towed.

Its illegal to block you into a drive, but not out of a drive.

This, then they will have to come and ask you to move your car, so make sure you have had a drink first then you cant drive can you.

Well, I heard a metallic noise and went to the window to see an old stepladder (he's old, all his stuff is old) next to the Land Rover, I waited a while but nothing happened so I went back to gaming in another room. Then I heard the noise again and rushed to the window to see him standing on the stepladder unloading a tube of expanding foam into the Land Rover's snorkel :O

Last time someone blocked our access down the back alley to the houses, i stick a load of paper stickers all over the windscreen and windows with (thanks for blocking the alley) written on. They would have been a right pain to have removed.

I don't think he cares, Though I got the impression he was more annoyed about somebody having blocked his drive than the actual fact it was blocked. I guess this is why you don't mess with old people lol.
