What to do about neighbour filling recycling bin with general waste?

I'm surprised they even empty the bin if there is general waste in it. Our bindudes open the lid to check there are no bags etc in with it and if there is they wont empty it.
 
I don't...what the...asim has a reasonable concern and hasn't acted like a tool towards another human. Our boy's growing up!

More seriously, I get your concern, where I live the council fines people who repeatedly do that. Not sure if that's a risk where you are. Can be a pain when the dude doesn't speak English but the council really should be able to help. Fire them a quick email asking if they can send him a letter in whatever language he speaks. Or...Google translate one yourself.
 
You would get the fine, not him. You might not mind now but you will when the fine drops through your letterbox (with the obligatory poop)
 
I don't know about elsewhere but you can get fined up to £1k here for putting the stuff in the wrong bins. Don't know if anybody has actually been done for it though.
