Unfortunately it seems to be the current trend in the younger generations, lack of respect for other people/items/property etc.  At least it is out my way, we've had 'teenagers' banging on windows (which are a good 5m from the path) at night on their way home and/or trying to pull our fences down/to pieces... this is all usually about 'showing off'.  
Now some of it is due to a certain lifestyle choice their parents made, ie didn't study at school, got pregnant at 16 or less and then expect everyone else to pay for them.  This 'lifestyle' is then passed on to the next generation of Jeremy Kyle guests.
Some parents don't have time for their kids and then you get the ones who think they're better than everyone else (love them)
I still say if schools/police could be stricter (they're far too soft now) we wouldn't have issues like this.  Bringing back borstal wouldn't go a miss either but that would likely be against their human rights.
