I'd have just trimmed the over hanging bit down to size, would take all of what, 5 minutes?
Lifes to short to be arguing about petty things in the long run. The time it takes you to call them you could have trimmed and squashed it down enough for your trimmings.
 
Not sure if this is serious? He asked to use the bin, you said yes. You're moaning he put too much in it? Trim the edges, jump on top, job sorted.

Seriously OP, if this kind of thing really gets to you so much then you have a lonely future ahead of you. It is several magnitudes of petty, and I sympathise with your presumably long-suffering brother.
 
Bung your garden waste in a bin bag and stuff it in the next collection.

I can understand your disgust at coming home to see your bin like that. He simply doesn't respect you.

Basically he's climbed up some step ladders and pooed on your head.
