Regardless of whether or not it should be allowed, it is still a stupid idea to walk around naked. Because it is obvious that people will be offended or disgusted by it. Whether or not they should is another matter, but the fact is they will.

It is legal for someone to poo out of a third story window in front of a nursery school at play time if the excrement falls in that persons property, should that be tolerated too? :p

I don't think there should be any issue with public nudity. As long as it's not done in a sexually suggestive way. How can it cause harm to anyone?
 
Where do you draw the line? Is it OK for him to stand outside a childrens play area with a semi he got accidentally while thinking about an attractive woman he saw earlier? :p

Yes, it was. It was purposefully using a sexual organ to be degrading. This isn't the same as there is no suggestion that this has anything to do with sex.
