It won't be much of a bottleneck if clocked to 4ghz+ and definitely a big improvement over the 6950 in any case.
Depends on the game. Mantle was a big help and so too should dx12 be in future. As someone pointed out get it to 4ghz and turn up in game settings and it will be fine.
1090t at 4.2 with a good cpu-nb oc or an fx8 at 4.8 in your average game will hold back a 7950 at 1080p a little, 7950 cf severely held back by either cpu's . Exceptions would be game engines that utilize multi threading.

Anyway, Humbug is right. There is no point to use 290 with 1090T.
4.2 on 1090T is kinda magic. Lot of them not capable to achieve it. If you want to, you have to spend lot of money on cooling and still bottleneck.

Mine would do it but but not for 24/7 use, the FX-83## series is a lot faster clock for clock even in single threaded stuff.
Actually an FX63## would serve a lot better.
The Pii has a higher IPC than Pilediver but Piledriver can run at higher clocks with good cooling.
From The single threaded cinebench scores, my PII @ 4.3 is about the same as a 8350 @ 4.81

I've had thee hex core PIIs.
A 1090T wouldn't go higher than 4ghz.
A 1045T, the same but it's limited by a locked, small multiplier.
My old faithful unlocked 960T runs at 4.2 stable as an everyday clock and 4.3 for benching.
