Yeah but how can you give them a wide berth if they are not muzzled and not on a lead where there is likely to be other people, dogs and children?
 
The only way to deal with this; and it's simple, would be to make it a law that all dogs when out from a property must be muzzled.

Mandatory training classes for every owner, licence and registration of ownership for every dog, all dogs must display a 'licence tag' along with the regular one and the microchipping or be taken off the owner there and then, proper punishments for owners failing to meet their responsibilities... Be nice to have the RSPCA get some proper powers of enforcement, too, which would make an impact in poorly treated dogs that end up turning nasty.

Labradors are the most dangerous dogs in the uk on the number of biting attacks iirc.
And yet also the most common breed for nice, calm Guide Dogs... which, IMO, is more evidence of nurture over nature.

One of the keepers down at the Tamar sanctuary spoke of how a fellow keeper lost his footing once during feeding time and got savaged by a swarm of the little ones - Apparently even one European otter is a challenge, which is why they needed a whole pack of hounds to hunt them.

There already are black & yellow coats and even ribbon-leads, that warn people in BIG lettering to keep their distance from the dog...

Without a legal requirement, owner liability and registered licenses, that doesn't mean anything, as its often the blokes who dgaf that have the dangerous dogs. At least if it was a requirement, it would be easier to spot people breaking the law and hold them accountable.
 
The owners are the problem. I live about 10 minutes from there - or at least the "posh end" of the place, yeah right - and the amount of stupid things I see or hear about is just unbelievable. Someone was tasered in the street a few weeks back outside my friends house. Scum will be scum.

Being a postie, and I am sure there are others on here can vouch that any dog can be a ****. I hate all dogs now pretty much. I see the typical looking council estate people with staffies who seem alright, those that don't, those that just let it follow behind them without a lead of any sorts and I see old ladies with pampered little douche bags who bite at any given chance. As been said loads of times before in here, it isn't the dog but the owners. It amazes me that we have licenses for lots of things, but no sort of license for owning a dog and no mandatory training for owners. It's a pretty big responsibility and it should be controlled in some manner. The trouble is it is also impossible to enforce. Police don't have the time to check everyone, and that will lead to more dogs in homes being put down for no fault of their own.
