OP is one of the tenants, she needs to make sure he's had the chance to have a shower and get to work instead of hogging it... since she's not paying to be there
 
Just try and have a chat, if nothing changes move out and post extra so you don't have to deal with it.

Just be nice about it, you'll be surprised how many problems can be fixed with a quick chat
 
Try being civil. Failing that, just ask her to leave every time she's around and your housemate isn't. Well within your right to do that. The message will get through pretty swift i'd say.

That or call the police and say you've got an intruder. heh

What type of shower do you have?
If it is electric, just trip the switch while she is in it.
Dander off, come down 'fix the issue' move along. Rinse repeat as required.
Certainly gets her out of the bathroom when you need in.
