I simply see nothin g wrong with his driving apart from breaking the speed limit. Nothing at all to report on that video.
You're being a typical dash cam owner, looking for problems where there are none in order to justify the dash cam purchase and be a general scumbag.
Pretty much my take on it.
He kept his foot in for a few seconds in a quick car, didn't rally it round any corners or take any risks.
Yes, he was 'racing' the fiesta as he booted it to stay up his arse at twice the limit. That isn't normal driving and certainly not what you'd expect from a dealer pickup.
It was actually perfectly safe driving. Look how long his lane was clear on the roundabout at the start. He could have easily shot passed on the left but he stayed well back.Would all those saying its reasonable be happy if it was their own car being driven like that?
I'd report him on the basis he lost the race, if you're going to drive a customer car at 80mph in a 40 limit chasing a Fiesta, at least have the decency to win.

Calm down.
Did he do anything you wouldn't do? Probably not.
Have a quiet word with the dealer principle, don't get the employee fired, don't call the cops, instead use your loaf and get your next service free of charge.
I wouldn't even bother, the dash cam has the dates and times on it. So if anything does happen then you have proof.
He gave it a little nudge, but the driving looked very safe regardless.
You can give over any dashcam footage for good measure but it doesn't prove who was or wasn't driving.
