Dress uniforms can be worn by anybody, pretty much, although the popular stuff tends to be Napoleonic era for that Sergeant Pepper/Adam Ant look.
Insignia... They could, actually, but they'd need to train all their staff in what is and is not protected insignia.
Fancy dress or fashion, it's still illegal to use certain parts of it, though.even using genuine uniform as a fashion accessory /cringe

The vast majority of cultural appropriation that I have seen reported is nonsense. The stupid woman accosting the lad with dreadlocks probably been the best known.

Chances are it won't be prosecuted, but 'technically' if someone wanted to, they could press charges.
