Surely given that it's asking for the nearest 1000 and 100 without 10, then as some have said, anything that doesn't end with a 0 is wrong, as that would round to 10.
So 47600 (closest 1000) Would round up after 47500, and 48040 (closest 100) would round down before 50? Alternatively so would 47960, and 48400.
