So the guy gets hit by one biker in an accident and then goes out to try and cause injuries to any biker?

A) He is a moron
B) You need to re-evaluate who you consider yourself to be friends with
C) Contact the police and send them that video as evidence

Really no need to ask the internet what to do as it is blindingly obvious.

The best thing you can do is report him to the police. Send them the evidence, and he will be charged and sentenced. Once sentenced, yes he will be punished (Community Service), but he should also get the help he needs to sort his life out.
