Dipped beams = too bright , auto wipers = arghh, rear saloon wipers = ?!?!

easy solution separate element for dipped just like it used to be. or lower the voltage etc.

All need a second ballast and HID unit and projector space in the lamp cluster. Cost, weight, package, front end hard components.

Real world stuff = not easy solution for you to simply type out with a such authority (as usual)
 
I haven't noticed it too much but then again people flash me on dark roads all the time when I'm not in full beam so I'm guessing I'm the one with the bright lights :)

To the point that I now have my lights set all the way down to the lowest level constantly.
 
Plus having a full additional bulb and ballast for the full beam would be problematic when changing from dipped to full as it would need time (albeit a few seconds) to warm up. It's common knowledge HIDs don't like being turned on and off a lot.
 
A law like that wont exist anyway, nor will it be passed, not by you, me or not even the EU and never by 2018

Most will push for sub 2000 Lumen LED in the future anyway just to allow the cost save of not requiring headlamp washers on base/entry trim level. You already new that though? Its still the cut off that will be the issue decribed in earlier, more pertinant, part of the thread.
 
The reason for DRLs was to increase the visibility of cars coming towards you. If conditions require rear visibility then lights should be turned on just the same as when DRLs weren't a thing.

Proper DRLs are front and rear. I't the more recent half-***** attempt that seems to be front only.

Not sure what you mean, modern cars have proper, dedicated DRLs. In Canada etc cars in the past have just run with dipped headlights on at all times so the rear would be on as well by default.

Honestly, I can see reasons for and against. Brake light effectiveness during daytime is one reason not to have rear DRLs.

It is here - We have an SUV, but I still get blinded by Audi/BMW/White Van headlights... but I now get the additional hassle of them flashing me over my own lights. I even turned them down on the load adjuster dial, despite them being OK'ed at an MoT station...

I swear someone one day will get a Ttaskwagon through their windscreen, because of their stupidly bright lights.

They're too bright. Most self leveling is a pile of crap so you always get 10 billion lumens in the face at every bump. It's not necessary at all.
