The Bay's prices are always inflated for many reasons. The main one being that the seller has to pay fees on top, and the other being that buyers aren't as educated. People who still pay £400+ for 980ti's might not be aware that the 1070 is available.
Also, prices of hardware is on the up, so people see that as a reason to increase the prices when selling their hardware. I've seen it here and on the bay with SSD's especially. People trying to sell 2 year old 240GB SSD's for over £40 when they probably bought it for a similar amount brand new at a time when SSDs were dirt cheap.
