Yeah it doesn't seem or feel fair, however catching someone like that alive (regardless of the horror they created) could potentially reveal a goldmine of counter-terrorism intelligence,

My guess would be the officer may only want to use it as a last resort and didn't expect the attacker to attack as he did.. ultimately it may have cost him his life.

I'd actually expect the guy hit the fence and the officer thought it was an accident and went to help and by the time he realised it was too late.

No one see's a car crash(without a massive explosion) and automatically thinks terrorism. He may also have been hit or knocked over by the car in the first place. While something happened on the bridge it is far enough away that he wouldn't have been notified/alerted via radio and probably wouldn't have seen it. Even if he had it would still 99.9999999% of the time be a guy who had a heart attack/seizure and lost control on the bridge and then kept going straight into the fence.

Back on topic, both my wife and I work a minute away, and she's just managed to get home. Having worked in parliament and seeing how tight security is I'm surprised the attacker got close enough to kill and officer, but with the chaos caused by the car I guess it gave him the distraction needed...
