The new Defender is better, but this is annoying, it reports an "issue" if you have a device driver or device disabled in Device Manager. I use Cisco AnyConnect for VPN access to work, and when the VPN is not active, it disables itself in Device Manager, and enables itself when I connect. Obviously Defender doesn't like seeing it disabled... I want to be able to whitelist AnyConnect so Defender stops this nonsense, but no whitelist function can be found...

the only thing that has been removed from it, is the control panel, as settings has been massively fleshed out, not everything in there yet, but a colossal improvement and in nearly all cases is better than the old control panel(learning curve etc ).
Its still there click start menu then scroll down till you see to windows system in the list open it and there it be under command promt.No! Cant believe they have got rid of Control Panel. Can't stand this new Settings Windows as I can never find anything and often the search doesnt find anything.

So due to the resetting option running into an error on my Surface Pro 4, I created a bootable USB with the latest ISO and... Cortana "assists" you in the installation. Freaked me out when I suddenly heard her talking.
