Girl, 5, fined £150 for lemonade stand

An elected councillor isn't going to be deciding who gets fined for things like that. The enforcement officers will probably issue the fine paperwork and somebody in a backoffice somewhere will process it.

Whatever. I really don't care who dished out the fine. What bothers me is a little girl was fined for selling lemonade. Disgraceful. I can't stand pedantic people. For example, people who bicker over minutia on the internet. :D
 
Well in the OP's opening post he does say that the council fined the girl. So therefore surely a councillor dished out the fine right?

nope, a councillor is an elected official, they oversee the running of the council, they don't personally carry out every function

for example your local council has responsibility for collecting your rubbish, this isn't something your locally elected councillors do personally but rather the work is carried out by bin men employed by the council (or by a subcontractor the council has paid)

likewise in this case they've employed enforcement officers to issue fines for these things - again these aren't your local elected councillors, they're council employees...
 
If the bin men don't collect my rubbish, I call up the council and complain to the waste collection department.

I don't call my local Councillor, as that would be a waste of their time.
 
The fine got cancelled, even the council said the officers should have used common sense. Stupid police with nothing better to do.

Aren't you ignorant about most things? Or are you one of those people who thinks you know it all? I like being ignorant about things because it engages my curiosity and pushes me forward to learn the truth and thus educate my self. Being ignorant isn't a bad thing, it's simply a lack of knowledge which you can fix via research.

Trust me, it didn't require an explanation. It's simply difficult to get your point across to certain people on an internet forum. I'm sure if we had this discussion face to face then there would have been no confusion.

Council workers give the public sector a bad name.

Don't tar them all with the same brush.

My girlfriend works for a county council in adult social care. She gets paid a rubbish wage and takes crap off people on the phone a lot of the time for things completely out of her control. It's very demoralizing.

Of course there are perks as well. 28 days holiday and the ability to work from home.

Yes but council workers are not even in the same league as e.g. MOD civil servants. Theres a big difference in the professionalism and work ethic (though you will probably never meet any).
