My view is that this person will damage their back if they copy this method of changing a nappy. The changing bench is way too low. This is a clear H&S issue.

Well the real h&s issue here is that their heads are going to roll off and somebody may trip over them and break their back.

Yes it clearly implies you need limbs to be able to change a nappy, which is outrageous. If I was a quad amputee / quadriplegic, I'd be up in arms.
