IF i decide the cost of going RTX 30X0 is going to be too high and go the 2080ti route i would probably go used.

there are one or two Founders cards available on EBay. How do these compare to other manufacturers like Asus, MSI, Palit etc

Aftermarket coolers are generally better, and you might benefit from some mild overclocks out of the box.
Just go for whichever is cheapest, or suits your build. And is from a respectable seller if second hand.

Be very careful buying these cards second hand they had loads of problems with the dreaded space invaders. Buyer beware

Founders coolers are significantly worse than ones produces by other companies. Simply because usually, the founders cooling solution is terrible. The RTX series has brought a big improvement in cooling but still GPUs made by other manufacturers are better in terms of cooling. Plus with other companies RTXs they have OC'd them to a higher clock speed meaning better performance, and the better cooling means that it can work properly...

Also worth remembering when buying used that the 2080ti was a crypto mining favourite for a while, so some used cards may have very worn fans or in the worst cases custom BIOS.

I'm not sure remember when the 2080ti came out the 1080ti and 1080 where holding there second hand price due to shortness of stock and what with half the world still in some sort of lock down I can see stock being low for the 3000 series. if the second hand market does crash ill just give my 2080ti to my son and buy what ever is good at the time . I'm in no rush I play all games perfectly at 4k only game I'm interested in this year is cyberpunk2077 see how that runs then decide if I really need the upgrade

They aren't ridiulously good. They are back to "normal" is what they are. And I for one am very pleased.
As I said all along. Turing (1) was a failed price gouge experiment gone wrong.
Very much this. It's does make the skin crawl slightly to see people slobbing Nvidia's knob for simply putting prices back to where they were four years ago after trying to gouge everybody. It's like Turing was nothing more than a thought experiment designed to make people think that £650 is now "cheap".
