Quake II RTX timedemo 1 will be a good gauge.
To my knowledge it's the only game that uses full global illumination. Yes, its 23 years old but if a 3080 can run Quake II RTX timedemo with full global illumination at 4k 60fps then most if not all games should work at 4k 60fps.
If it does then its a very powerful card and RTX hardware handles global illumination very well.
If you dont like the eye candy then it can of course be turned off, but if everyone said this all the time and turned off everything then they would be left with Pong
