Doesn't sound that complicated to anyone with more than one brain cell.

People are too quick to switch off at the first sign of anything requiring more than an iota of brain engagement. Good riddance to the ADHD thickos I say.
 
Why are they banging on about serving those penalties at pit stops. I’ve not seen any mention of a stop and go, they’re just time penalties, surely they just get added to his time at the end of the race?

If you take a pit stop after the penalty, you're obliged to take the penalty then. It's only added at the end if you can't do that.

If you receive a 5second penalty before your pit stop, you take it at your pit stop. Spend 5 seconds stationary with no one touching the car, then wheel change and off you go.

With 2... will have to spend one at his pit stop, other as a time penalty at the end of the race. Maybe.. we don't actually know.
