What kind of performance loss would I see using the 8x pcie slot instead of the 16x slot?

yes almost nothing, 1% at most
probably nothing unless its pcie gen1.
so much bandwidth goes to waste over provisioning gpu slot.
In passing, I have no idea if this is your issue, but have a Gigabyte z390 Aorus ultra and the 16x socket stopped working. Reset the bios by removing the battery and it started working again.
But no, at the time I measured the difference using a 2070S and it was 1fps.

Quick one for you 8pack, I have a seasonic prime 1000w platinum, will one pigtailed pice cable supply enough power safely to the 3080 of do I need to use 2 cables?

2 videos from hardware unboxed on the subject. There was a few % difference between PCIe 8 and 16x but almost none between pcie3 and pcie4 at 16x. Also beware on Intel motherboards as running any other PCIe card such as a sound card will limit you down to 8x in your GPU slot.
