In my experience you only have to agree to stuff when using smart features because obviously apps have massive data mining and privacy implications etc integrated into them.

I didn't see a way of skipping creating a Google account / accepting terms when setting up a Sony android TV recently.
Maybe it was a hidden option. The TV will act as a monitor without an internet connection once you've done the initial setup though.

hes probably one of those people who go are worried the TV is spying on them - I would also make sure to put masking tape over all the speakers and microphones on the tv just to be sure
I’ve got an XH95. You can skip the account stuff and then disable all Google services.

Accepted the t+Cs on WhatsApp or messenger or similar?
I thought like me you'd be managing your digital footprint but it's. A lot harder now mate current big topic is the imminent loss of WhatsApp. Random TV apps will. Likely give next to no personally identifiable information.
Could always run a vpn or pinhole as has been mentioned already
2080 so should be ok, though may upgrade when things calm down.

If you going to decline everything on a smart TV then why buy a smart TV.
Because as I explained, if you want an OLED screen, @86 inches, there is no other choice that I know of.

I would just connect it to the internet, accept the terms, update the software and then disconnect it (you could do it via ethernet cable and then physically disconnect). I don't understand how that creates a "digital footprint" in any meaningful sense? The only thing anybody could learn about you is that you own a smart TV like almost everybody else. It's not like your viewing etc. would be tracked, if you disconnect the internet as soon as you've set up the TV.
Ah but if he ever needs to connect it to the Internet again it will have a nice juicy log of all the filth he's been watching 
Samsung are a bit annoying if you don't turn the ads off. Watched a film using the built in plex app and then it puts adverts up to buy it on Google play.

You sound like the nutters I speak to at work thinking smart meters are uploading all there personal details to the government and giving them medical conditions to do with radio waves (you'd be surprised how often someone has a go about this "issue").
Just buy whatever TV has the best panel, connect via ethernet, update it with the latest firmware and unplug. Its not going to harm you to connect to the big bad internet for alittle awhile, its not going to capture information about your bowel movements or anything and send it of for everyone to see.
Setup a Pi-hole if your so inclined which has the added benefit of being a rather effective ad-blocker.

I'm not convinced a TV wouldn't work if it never got any internet ever. If you don't have a computer i can see why people don't bother with the internet landline, phones offer much the same now to an extent.

Is there an alternative? all TV's are going smart because it's a big selling point for a lot of people. It's just the way the industry is heading.

A good projector maybe?
When I bought my current TV my intent was to use it as a dumb unit, but it still has SMART features as it's literally impossible to find anything without. That said, you don't need to set up Wi-Fi if you don't want -- I did for firmware updates mainly.
