3090 and riser cable PCI-e 3

I'm just curious if it actually matters that the riser cable Im looking at is PCI-e 3 when the card is PCI-e4? Most of the decent ones Ive found are 3 but will I even feel a real world difference? My CPU is the 10900k if that matters or will factor in to it.
 
Sorry, I forgot to add that the z490 board DOES support it but it wont be until I add the 11900k to it. Big part to miss off there I guess.
Really going to "upgrade" from 10900 to 11900? Seems like thats a downgrade by what reviews suggest.

I think even with gen4 support, the difference isnt going to be noticeable. Even these monster cards cant use all the BW gen4 provides yet.

If you google these "LINKUP - Ultra PCIe 4.0 X16 Riser Cable" people say they work fine at PCIe 4.0. They have them in many models from straight to right angled.
