It's simple economics really.
There's far more PS4 owners out there than PS5, so of course Sony will want upcoming titles to appear on both consoles. Its more money for them and for the developers/publishers. That's before even considering the PR aspect and alienating a large part of their market.
It is likely this will have a bearing on design choices and mean that games will not reach their theoretical full capability due to needing to be backwards compatible with PS4.
But there is also an argument that this dynamic drives innovation and forces developers to think outside of the box in order to maximise performance etc. This can be a good thing overall. Also if developers can't develop for both they won't be developing at all because there's not enough revenue potential in PS5 only.
Let's also not forget that developers have been playing it safe now for years, so even without the PS4 in the dynamic - the majority of releases would be sequels, remasters and new IP that tread well worn paths. In my view, to think developing all games exclusively for PS5 would create some kind of gaming nirvana is a little naive. We would get the same games just with better graphics and load times. It's very unlikely we would see a gaming revolution. Granted we might get the odd game that blows us all away, but it will be the exception not the rule.
