Yeah I don't think citing eugenics as some clever way of inferring the poster is a Nazi is very productive.
The fact is that in 1965 25% of black babies were born out of wedlock and in 2011 83% of black babies were born out of wedlock. Essentially it's a problem because black children are more often being raised by single mothers who are probably struggling financially due to a lack of support from their absent spouse, which is also leading to black children more often not getting the a good upbringing. This creates a circle of poverty where by the children go on to do the same thing leading to further bad outcomes. It's wrong to suggest part of this isn't cultural because this doesn't happen in other racial groups that have come from poor backgrounds, groups like Indian-Americans while also being from traditionally poor backgrounds are actually the highest performing group by ethnicity, I'd put this down to their culture which pushes men to get married and focus in school so they can provide for their family.
