I get more and more bemused by this every time something is posted
The email seems odd as well, so I get the impression the home owner isn't British either, and that they do not live there. This could be part of the issue, they have taken the right to privacy of tenants incorrectly since this is the sort of situation that would allow reasonable access given notice.
