Nvidia can still compete in the APU market, they don't need to own ARM for that. It will just be slower as they will need to build their microarchitecture team themselves (or via smaller acquisitions) rather than integrate it from ARM. Nvidia already have a perpetual ARM license (like Apple).

No. Softbank has said no such thing, in fact what they have said is that is that ARM will IPO'd in the USA on the Nasdaq by March 2023.
So, will we ever find out exactly what Nvidia's plan was? Because they're perpetual license holders so never needed to buy Arm to produce CPUs. And any perceived stagnation in Arm's development which an Nvidia purchase would alleviate didn't stop Apple's creation of the M1. And any licensing fees would never cover the exorbitant initial outlay. Even screwing over everybody else and having Arm to themselves wouldn't recoup the cost of purchase.
