I can imagine some poor young couple from the ass end of nowhere in Russia, believing the Russian media that all is going swimmingly in the special operation, getting their relocation letter to Ukraine and thinking their numbers have come up. Then arriving in a war torn wasteland…..

You missed a step
Invade a country => Force a bunch of the citizens to flee => The ones that left behind are likely either indifferent, trapped, or pro Russian => Bus in new "residents" from across the federation to settle in the area => Hold referendum => Oh look, what a surprise, a landslide in favour of joining Russia.
You missed the part about simply lying about the result, or there even being a referendum in the first place.

North Atlantic Treaty Organisation... Yes I get your point and there may be some outliers but generaly NATO is a North Atlantic/eurocentric organisation. As Friendly/Allied as Aus is, its about as remote as you can get from the North Atlantic as you can get...
