Depends on how far your viewing of F1 goes back, fair few of the Schumacher Ferrari championship years were garbage as well. Mercedes plan now is essentially 'hope the mediums die on the RB and they don't have a decent enough set of third tyres to attack the last 15 laps'

Or simply, it was the only option available to them to try something.So the only reason i can think of why Merc went onto the hards was because they were focussed on maintaining track position ahead of Perez. If they had kept Hamilton out and longer he would have come out behind Perez and in their mind that presumably is a big problem (perhaps due to their straight line speed).
