Hey I have a Asus GeForce RTX 2080 Super EVO card. The card is out of warranty. The fans seem to keep rubbing on the shroud/cover that is around them.
I'm going to look for some replacement ones and hope that helps but is it possible to run the graphics card without the shroud/cover on?
Is it safe and will it make temps significantly worse if I do?

Removing the shroud probably won't make a huge difference in temps, however it's more likely the bearings in the fans making a noise, rather than them hitting the shroud.

From a quick Google you can buy replacement fans for about £25 if removing the shroud doesn't help.

Maybe look to remove the shroud whilst you are waiting for the fans if they are not as one then you can see if this is the issue and you will need to remove it anyway to fit the new ones.

I have bought fans from ebay before and it's usually worked out fine. Just make absolutely sure you buy the right ones and replace all the fans in case there is a slight difference in spec.
Same ^

Make sure and then make sure again it's the right fan model for your card.
