You can apply a thermal limit using PBO on some motherboards, and maintain most of not more of the original performance.
 
This is why the X CPU's are so wasteful, in comparison to the non X CPU's. Sacrifice a tiny % of performance, for much lower temperatures and power usage.

Here's my R5 7600 after cinebench R23 run (PBO enabled, or would be less power and lower temps again)

Probably normal for Prime95 but package power of 130 watts, why? its doesn't need anything like that....

TDP=105W, so it can pull upto ~140W package power. If you set it to ECO 65W it can pull upto ~90W.
I run a 7950x at ECO 65W and temp are much lower(idle 30C, load < 50C) and performance is still good as the chip only need >90W when lots of the cores are boosting.
