Perez has been slow all race, didn't make a big gap at the start when he should have and never looked like winning it.

It's not, Perez just wasn't fast enough. Max was often lapping quicker than Perez even his old hards before the stop. Perez did absolutely nothing to reduce the gap, whilst he was on fresh tyres.
