I'm really not sure what to do. I just have this HUGE objection to paying out £100 for a miserable GPU that should cost no more than £30.

An alternative is to replace the case. That sounds odd, but that would mean the PC's could be just swapped with each other at any time. Although about £80 to buy a new case, at least I am getting better value for money.

I will need a graphics card at some point, just that I can't get my head round the prices at the moment. I may also retire one of the PCs if I can think of an alternate way of doing things.
 
The smartest and cheapest option is to swap the CPU, for just the power savings let alone the hassle of a discrete GPU.

Besides that it's keeping an eye out for 2nd hand deals, you can find old GPUs for very cheap that can do the job you want them to. Assuming you want to play bluray versions you'll really only need it to be able to decode h265 (AV1 is only for gaming streaming, you'd do, atm, and some youtube videos but they have VP9 fall-back anyway), which goes back to 2nd gen Maxwell (or full support starting with Pascal) or since you want to avoid Nvidia, then AMD has had it since Tonga: https://en.wikipedia.org/wiki/Video_Coding_Engine#VCE_3.0

Oh yes! I will never make that mistake again. I bought it in the days when I used to get graphics cards like toffees, but since that day prices have gone through the roof.

I am seriously considering upgrading both media PC's to 12th gen, which would support everything I need in graphics. That would solve the problem for the foreseeable future, and also allow me to sell a bit of gear to make some money back.

It would cost £650 to do it, but then I could sell a really good 1660ti, a 9700K, a 9600F, and two Aorus Ultra Z390 motherboards.

I agree.
I am very tempted to buy a new motherboard and CPU for another media PC I have. That would free up a non-f CPU and only cost about £100 by the time I sell all the spare parts. The end result is the same as just buying a new CPU, but has all the advantages you mention in both PC's - less power consumption, less heat. Less space, less noise and lighter weight build.

It's an Aorus Ultra Z390, so yes, I could just swap the CPU. Wouldn't cost a lot.
The only reason I am thinking about updating the second PC at the same time is it I really want both PC's to have igpu's and this is a good opportunity to achieve that.
 
OK, in the end I re-organised my two media PC's.
I shifted the one graphics card I have to the 4k TV, so that is now happy, then replaced the F-CPU in the PC the graphics card came from with a 9500T. That solved the problem and reduced the power consumption of the PC too. Sold the old F CPU and made £20 overall because the 9600KF sold for £30 more than I paid for the 9500T.
