What he did was dangerous and deserved a penalty, but I don't think it was intentional/malicious and rather just unlucky timing with the SC.
The previous SC was sooner, which is why I think they all expected another lap.I'd love to know if FIA officially announced the safety car coming in very late just before the incident that resulted in Piastri's penalty.
It certainly felt it at the time from the CH4 commentators, normally I'd expect the announcement to happen less than half way around the lap.
The incident happened just after the Maggots/Becketts complex, which is more like ~66% around the lap.
